Security sounds Hobbesian and noncontroversial; welfare pushes toward an active state; happiness is the daring flourish, borrowing the glow of the Declaration while quietly implying that government has responsibilities beyond keeping order. Seward smuggles moral ambition into administrative language.
"All who live under its protection" is the pivot point. It reads inclusive, even universal, but it also reveals the period's hierarchy: protection is something the state dispenses, and the protected are defined by being inside its reach.
