In the mid-19th century, when Americans were arguing about whether the Union was a compact between sovereign states or an indivisible people, that choice of words is a tell. Seward is staking out the Union as an instrument of governance, not a negotiable club you can exit when the bylaws stop suiting you.

The real tension sits inside his chain of ends: "security, welfare, and happiness". Security sounds Hobbesian and noncontroversial; welfare pushes toward an active state; happiness is the daring flourish, borrowing the glow of the Declaration while quietly implying that government has responsibilities beyond keeping order. Seward smuggles moral ambition into administrative language.

"All who live under its protection" is the pivot point. It reads inclusive, even universal, but it also reveals the period's hierarchy: protection is something the state dispenses, and the protected are defined by being inside its reach. In Seward's America, that category was being fought over in real time: enslaved people, immigrants, Native nations, and dissenters all tested the boundary of "all."

The intent is political: to legitimize a strong national government as the proper guardian of the public good, and to make allegiance about shared benefits rather than shared blood. It's a nation defended as policy.
