As a U.S.-backed power broker with complicated credibility, he had every incentive to validate the idea that Iraq’s transition could be legible to Washington: ballots as proof of modernization, a procedural milestone standing in for the messy work of building trust, rule of law, and a shared national story. The line isn’t naïve; it’s calibrated. It sells the minimum viable version of democracy because that’s what the moment demanded - and what the moment could plausibly fund.
