As a lawyer who spent his life watching certainty get rewarded - by juries, judges, newspapers, and mobs - he had little patience for the comforting myth that power belongs to the wise. His line lands because it flips the usual democratic romance: the problem isn’t that a few bad actors hijack the system, but that the system reliably elevates two personality types. “Morons” aren’t simply unintelligent; they’re incurious, unembarrassed by complexity, and therefore easy to rally. “Natural tyrants” are their mirror image: confident, decisive, and hungry for control. Together they form a stable ecosystem.

The subtext is less misanthropy than warning. Darrow is pointing at the psychological glue that binds ignorance to authoritarianism: certainty. The most damning phrase is “never doubting anything,” because doubt is the prerequisite for learning, restraint, and empathy. If you can’t imagine being wrong, you can’t imagine other people being fully human. That’s how everyday arrogance becomes political violence with paperwork.

Context matters: Darrow’s America was racked by industrial conflict, nativism, and moral crusades; he defended labor leaders and, famously, challenged fundamentalism in the Scopes trial. He’d seen how crowds confuse conviction with truth, how institutions confuse confidence with competence. The sentence reads like hard-earned irony: the people most sure they’re fit to rule are precisely the ones least qualified, and they rarely need to be persuaded - they only need to be echoed.
