Kennedy’s line is doing the most familiar trick in democratic politics: presenting a contentious policy fight as an unavoidable moral math problem. “Hard choices” is a softener, a way to pre-empt outrage by flattering the listener’s seriousness. If you accept the frame - security on one side, liberty on the other - you’ve already conceded the central point: that freedom is negotiable when things get frightening enough. The sentence doesn’t argue for a particular measure so much as it argues for the legitimacy of restricting rights at all, then cloaks that legitimacy in the language of adult responsibility.

The subtext is urgency and inevitability. “Has to be faced” implies that hesitation is naïve, even irresponsible. It’s a rhetorical move designed to narrow the political imagination: instead of asking whether a surveillance expansion is effective, legal, or proportionate, you’re asked to pick a side in a binary. That’s a handy posture for a liberal politician who wants to appear tough-minded without sounding punitive - the regret is built in, the trade-off is mourned, and the policy can still pass.

Context matters here: Kennedy, as leader of the UK Liberal Democrats during the post-9/11, post-7/7 era, was speaking into a climate where “security” became the master argument, and civil liberties were treated like a luxury good. The quote reads like an attempt to hold two identities together at once: the civil libertarian brand, and the governing class’s reflex to expand state power in the name of protection.
