The subtext: legalization equals normalization; normalization equals teenage use; teenage use equals societal decline. This was a familiar line in an era when politicians could acknowledge that alcohol and pharmaceuticals harm people while still keeping marijuana on the other side of the cultural border.

Contextually, it reads like a transitional artifact: a conservative politician adjusting to shifting public opinion by adopting the language of side effects and public health, while keeping the underlying conclusion (marijuana should remain culturally suspect and tightly controlled) intact.
