Cooperation, here, is less a kumbaya sentiment than a strategic pivot: Hilary Rosen is sketching a version of the RIAA that wants to be seen not as the music industrys scold, but as its systems integrator. The phrasing does a lot of quiet image repair. "Very real areas" signals seriousness and urgency, a pre-emptive rebuttal to anyone who hears "working together" as PR fog. Policy sets the rules, enforcement polices the borders, business opportunities are the legitimizing payoff.
