Second, it makes governance a feature, not an add-on. A Creator who does not govern would be a cosmic craftsman who walks away; Lactantius refuses that, because a hands-off deity would leave too much room for fate, chance, or competing divinities.

Context sharpens the intent. Writing in the late Roman world as Christianity argued for legitimacy amid pagan pluralism, Lactantius uses the language of philosophy (reflection, reason) as a diplomatic weapon. The subtext is political as much as theological: one God implies one coherent moral order, one authority above the empire’s many gods, and a demand that educated elites recognize Christianity as the intellectually serious choice.
