Politics & Power Quote by Ricardo Lagos

"There is no reason to have problems between country and country, between government and government, when there is a separation of powers"

About this Quote

Lagos is doing the politician’s neatest trick: turning a structural principle into a diplomatic alibi. “Separation of powers” is usually sold as an internal safeguard, a way to keep presidents from becoming kings. Here he repackages it as foreign-policy reassurance: don’t blame the state for the state’s frictions, because a properly divided government can’t (or shouldn’t) move as one angry fist.

The intent is calming, but also strategic. Lagos is signaling to other countries that disputes can be managed without becoming national vendettas. If courts, legislatures, and executives have distinct roles, then a provocative court ruling, an opposition speech, even a legislative blockade can be framed not as hostility but as procedure. That’s useful language for a leader navigating regional sensitivities, trade negotiations, or border disputes: it invites patience and discourages escalation.

The subtext is a subtle rebuke to strongman politics. When Lagos says there’s “no reason” for problems, he’s implying that many international spats are artifacts of personalized power: leaders treating criticism as insult, institutions as extensions of ego. Separation of powers becomes a promise of predictability. It tells neighbors: our system has brakes; don’t mistake our internal debates for aggression.

It’s also aspirational, maybe intentionally so. In practice, separation of powers can generate friction precisely because institutions collide, and those collisions can spill across borders. Lagos is betting that institutional legitimacy reads, internationally, as stability - and that stability is the most persuasive form of good faith.
