Cone is puncturing the most seductive fantasy in modern persuasion: that “the masses” are a single organism with one set of buttons you can press. “There is no such thing as a Mass Mind” isn’t a feel-good individualist slogan; it’s a practical warning to people who think scale is a substitute for intimacy. The line works because it flips the usual logic of advertising on its head. The bigger the audience, the more generic the message tends to get, and generic is the mortal enemy of desire.

The subtext is almost accusatory. When Cone says “good advertising is written always from one person to another,” he’s indicting committee-made copy, demographic daydreams, and language engineered to offend no one. “From one person to another” implies voice, a human point of view, even a kind of moral accountability. If you imagine a specific reader, you risk being sharp, partial, and therefore believable. If you imagine “millions,” you start sanding down edges until you’re left with a slogan that can travel everywhere and land nowhere.

Context matters: Cone comes out of mid-century American advertising, when mass media (radio, print, then TV) created unprecedented reach and equally unprecedented temptation to treat people as a homogeneous “audience.” His claim anticipates what we now call targeting and personalization, but it’s less about surveillance-tech and more about psychology: attention is private, persuasion is relational. The kicker is the last clause: mass aim “rarely moves anyone.” Not never. Rarely. He’s leaving room for the occasional cultural lightning strike, while reminding you that most “big” messages fail because they refuse to speak like a person.
