The phrasing flatters itself as radical while landing on a deeply conservative endpoint, where equality is framed as a kind of workplace misclassification.

"Natural role" does the real work here. It's a rhetorical trapdoor: once nature is invoked, debate becomes heresy. By presenting women's entry into "man's duties" as a distortion caused by modern economics, he shifts responsibility away from law, coercion, and culture, toward an almost neutral-seeming force of material conditions. The subtext is that rights are acceptable only if they do not rearrange power. Equality, in this design, is not sameness before the state; it's separate spheres with state-approved boundaries.

Context matters: Gaddafi styled himself as a Third World revolutionary theorist, mixing socialism, nationalism, and religious traditionalism into a personal doctrine. His regime talked the language of modernization while remaining wary of autonomous civil society, including independent women's movements. This line fits that pattern: offer emancipation as something bestowed by the revolution, not claimed by citizens. It's paternalism dressed as radical critique, a political move that turns women's rights into a managed outcome of the leader's ideology rather than a contestable, enforceable reality.
