Total Information Awareness, a post-9/11 DARPA project Poindexter oversaw, became shorthand for the era’s techno-security maximalism: hoover up everything, sort it later, prevent the next attack. In that environment, insisting the data is “foreign” functions as damage control, a way to reassure Americans that the dragnet has a border.
