Context matters: the line comes from “Absolutely Sweet Marie” (Blonde on Blonde, 1966), where love, betrayal, and escape blur together. Dylan’s genius is letting the phrase straddle law in the civic sense and law as personal code. It reads like advice, but it’s also an accusation: plenty of people claim they’re outside the system when they’re really just outsourcing responsibility.
