The “we” matters even more. It’s collective enough to sound national, but in context it typically means the Party-state: the cadre who can approve projects, shape industrial policy, negotiate trade, and define what “development” is allowed to look like. Determination is a substitute for detail, a way to project inevitability to foreign investors and diplomatic partners: Vietnam is open for business, stable, and serious.
