The sentence moves with the chilly certainty of lived experience, not theory.

The intent is diagnostic. He’s naming why regimes built on coercion can’t simply “tone it down” and become normal: once force is used to impose a version of events, truth becomes a threat. At that point, the state can’t merely punish bodies; it must police testimony, memory, even language. The subtext is that repression is not an occasional tool but a self-reinforcing ecology. Every act of brutality requires a cover story (criminals deserved it, enemies forced our hand, nothing happened). Each cover story, in turn, requires new intimidation: censored papers, coerced confessions, disappearances, the quiet warning to witnesses that they, too, can be made unreal.

Context sharpens the edge. Solzhenitsyn wrote against a Soviet apparatus that depended on public fictions - show trials, propaganda, the ritual of pretending - while enforcing those fictions through surveillance and terror. He’s also indicting the citizen’s role: once you accept the lie to stay safe, you become part of the violence’s supply chain. The line works because it refuses comforting separations between “words” and “force.” In his worldview, they’re co-conspirators, and the bill always comes due.
