The subtext is pointedly postwar German. Heinemann, a politician shaped by Weimar collapse, Nazi catastrophe, and the moral rubble of 1945, understands that war is an accelerator of instincts societies already have: obedience, tribalism, the desire to outsource responsibility to uniforms and fate. Peace, by contrast, is where accountability can’t be deferred. It demands the slow work that war conveniently suspends: building institutions, tolerating disagreement, resisting propaganda, paying for social cohesion, and keeping power transparent when there’s no existential threat to justify shortcuts.

Calling peace an “emergency” also rejects complacency. Emergencies create permission; Heinemann insists we grant that permission to democracy rather than militarism. The line’s craft is its quiet provocation: it doesn’t merely praise peace as a moral preference, it frames it as a high-stakes trial - one that requires stamina, not spectacle. In a world eager for “tests” that look heroic on camera, Heinemann argues the real proving ground is the unglamorous one.
