The rhetorical move is defensive but also strategic: he frames Russian frustration as a collective European problem, not a parochial complaint. “Throughout Europe” stretches the map to include Russia’s claim to be European in security terms even when its politics are drifting elsewhere. The intent is to reclaim status and veto power under the respectable banner of stability, signaling: treat us as an equal partner, or don’t be surprised when the disappointments turn into obstruction.
