Specter is doing damage control in real time, trying to seal off the most radioactive suspicion surrounding the Iraq War: that the U.S. invaded for oil. The line works because it stacks denials like sandbags. "We are not utilizing". "We are not asking". Each repetition is a preemptive rebuttal, aimed less at Iraqis than at Americans watching a costly occupation metastasize into a moral question.

The phrasing is lawyerly, and that is the tell. "For U.S. purposes" narrows the charge to something prosecutable, not something structural. The U.S. might not literally pipe Iraqi crude into American tanks, but it can still benefit from stabilizing supply, influencing contracts, and reshaping regional leverage. By denying the crudest version of "oil for war", Specter implicitly concedes the fear is plausible enough to require a meticulous disclaimer.

Then comes the pivot: "We are asking only..". The word "only" is rhetorical anesthesia, minimizing what is actually a huge claim of authority: that an occupying power gets to define the proper use of a country's primary revenue stream. Even the benevolent frame, "to rebuild Iraq for the Iraqi people", contains its own subtext. It assumes Iraq needs rebuilding on American terms, and it casts the U.S. as a steward rather than a debtor, despite the destruction and the open-ended bill.

Context matters: this is the era of Halliburton headlines, missing WMDs, and mounting casualties. Specter is trying to keep legitimacy intact by translating empire into philanthropy, turning oil from motive into mechanism, and occupation into a kind of fiduciary duty.
