“Truly historic” does double duty. It flatters the listener (you are living through a moment that will matter) while pressuring them (your hesitation will be remembered). The phrase smuggles moral stakes into what might otherwise read as technocratic tinkering: treaty reform, enlargement, budget rules, migration policy, security posture. The EU’s chronic problem is that its turning points often look like paperwork; Raffarin tries to give paperwork a pulse.
