Kingsley is doing something clerics rarely do in public: accusing his own side of turning Scripture into crowd control. The sting lands because of the metaphor. A "special constable" is a part-time enforcer, summoned when things get unruly; a "handbook" suggests rote procedure, not moral imagination. He is saying the Bible has been flattened into a policing manual: cite a verse, restore order, keep the lower decks quiet.

Then he twists the knife with "opium dose". In Victorian Britain, opium was both medicine and social problem, a cheap way to dull pain. Kingsley borrows the emerging critique that religion can function like a narcotic, not because faith is inherently sedative, but because institutions administer it that way. The target is not belief so much as the managerial use of belief: soothe the exploited so the machinery of exploitation can keep running.

The final phrase, "beasts of burden", is deliberately ugly. It echoes a Christian language of human dignity by violating it. If you treat workers like animals, Kingsley implies, you will naturally prefer a Bible that teaches docility over one that demands justice. This is mid-19th-century Anglican social conscience speaking: the industrial city, the workhouse, the labor unrest. Kingsley, a Christian Socialist adjacent to reform movements, is trying to reclaim Scripture as a disruptive text - less "obey" and more "deliverance" - and shaming a respectable church that has made peace with overload.
