Murphy’s dates (1751-1818) place him long before the U.S.-Mexico border became a modern political object, and even before “Mexico” existed as an independent state. That anachronism matters: the quote reads like contemporary border rhetoric retrofitted onto an earlier military figure to borrow his presumed authority. It’s a familiar cultural move - laundering today’s contentious agenda through the imagined steadiness of a soldierly past.

What makes it work is its studied blandness. “Law enforcement and technology” sounds neutral, even inevitable, while quietly expanding the state’s reach. The sentence sells escalation as prudence.
