It was forged in a post–civil rights skepticism about U.S. institutions: Tuskegee’s legacy, Cold War covert operations, and the lived experience of watching “human rights” rhetoric coexist with ruthless foreign policy. That history doesn’t validate the AIDS claim, but it explains the impulse behind it: to name a world where suffering abroad isn’t incidental to prosperity at home, but part of its price tag.
