About this Quote
The intent is plain: claim victory, project resolve, reassure a rattled public that the administration’s gamble paid off. The subtext is where it gets interesting, and darker. “The other fellow” is a strategic euphemism that turns Khrushchev - and, by extension, the Soviet system - into a faceless opponent, easier to moralize against and easier to defeat in the story. “Blinked” implies weakness, fear, loss of will. It also quietly flatters the speaker’s side for being able to endure longer in a test that should never have been staged.
Rusk’s phrasing smuggles a political lesson into a macho metaphor: credibility is everything, de-escalation is framed as surrender, and survival is retroactively proof of righteousness. It’s also a bit of narrative laundering. The crisis ended through back-channel bargaining and mutual concessions. The line erases that reciprocity to preserve the myth that peace comes from staring harder. In a diplomatic mouth, it’s a warning and a brag - and that ambiguity is exactly the point.
