Sullivan is arguing that the raw material for that act already exists in ordinary relationships, stored as tacit impressions and micro-predictions. The mind becomes an archive before it becomes an interpreter.
Subtext: we often know more than we admit, especially when admitting would force a decision. “I didn’t realize he was like that” can be less ignorance than self-protection.
