This could be a reporter rationalizing why he observes instead of intervening; it could be a novelist explaining why he translates pain into story rather than direct action. Either way, he’s naming the moral paradox of witness: you feel it intimately, you act on it indirectly. The quote works because it refuses the clean, cinematic version of justice. It admits that “helping” is not always the most helpful thing, and that the hardest part is choosing a tool - presence or prose - when both can fail and both can be compromised.
