In Hegel's framework, freedom is real only when it's reconciled with ethical life (Sittlichkeit): institutions, laws, and shared norms that turn private desire into something legible and sustainable in common life. Without that mediation, "liberty" collapses into the adolescent version of freedom: the right to do as I please, insulated from consequences, sanctified by big words.
Context matters: Hegel is writing in the shadow of the French Revolution, watching emancipatory language mutate into terror, then into Napoleonic administration. He'd seen how abstract rights-talk could become both a cudgel and an alibi. The subtext is bracingly contemporary: if you want to know what a society means by freedom, follow the beneficiaries. The loudest invocation of liberty is often a flare shot up by private interest, demanding to be mistaken for the public good.
