The Europe comparison is doing heavy ideological work. Post-Revolution America defined itself against Europe’s monarchy, aristocracy, and court intrigue. By labeling Europe “corrupt,” Jefferson collapses complex political structures into a moral contagion. If America copies Europe’s urban form, it will import Europe’s political sickness. The subtext is defensive: the new nation is fragile, and the wrong spatial arrangement could tip it into the same old-world cycle of patronage and coercion.
Context matters, and it’s uncomfortable. Jefferson’s ideal citizen is the independent yeoman farmer, a figure made possible by land dispossession and, in his own life, enslaved labor. His suspicion of cities also signals suspicion of commerce and finance - the Hamiltonian future he couldn’t fully stop. What makes the line endure is its anxious clarity: build the wrong places, and you build the wrong people, and then you get the wrong politics.
