The subtext is pure Progressive Era muscle: institutions are slow, problems are big, and waiting until you feel ready is just another form of surrender. Roosevelt’s political persona ran on that logic. He pushed reforms, built power, and treated the presidency as an engine for action, not a referee’s chair. “Then get busy and find out how to do it” smuggles in the real ethic: competence is forged in motion. The sentence splits performance from preparation and insists that performance comes first.
There’s also a risk hiding in the bravado. This is the gospel of the “strenuous life,” but it can shade into a justification for overreach: declare capacity, improvise expertise, let outcomes sort it out. Roosevelt makes it persuasive by coupling swagger with labor. The promise isn’t that you’ll magically succeed; it’s that you’ll work hard enough, fast enough, to make your initial certainty retroactively true.
