Holmes is needling the polite fictions of public life: the swamp where private certainty and public speech refuse to meet. The joke is built like a parlor trick with a scalpel hidden inside it. He asks for two lists as if the cure for hypocrisy were clerical, as if a society could be debugged by an editor with a pencil. That mock-bureaucratic framing is the point. Naming the problem in tidy categories exposes how untidy it actually is: thought and speech are constantly being traded, suppressed, inflated, and laundered.

The first list - what everybody thinks and nobody says - gestures at taboo: class resentment, racial prejudice, sexual anxiety, doubt about religion, contempt for authority, all the impolite assessments that keep institutions stable precisely because they stay unspoken. The second list - what everybody says and nobody thinks - is the mirror image: slogans, ritual civility, patriotic pieties, moral posturing, the verbal wallpaper of consensus. Holmes, a physician as well as a poet, writes like a diagnostician: symptoms everywhere, and the patient insists he feels fine.

In 19th-century America, a nation loudly performing progress while privately negotiating its fractures, Holmes understood that language is not just expression; it is social strategy. The line’s bite comes from its insinuation that much of what passes for “public opinion” is ventriloquism. We repeat the approved phrases to prove belonging, while the real thoughts - the ones with consequences - circulate underground. Holmes isn’t asking for lists so we can gossip. He’s asking who benefits from the gap between what’s thinkable and what’s sayable, and how much of our “common sense” is just a script we’ve stopped examining.
