The line’s bite comes from its insinuation that much of what passes for “public opinion” is ventriloquism. We repeat the approved phrases to prove belonging, while the real thoughts - the ones with consequences - circulate underground. Holmes isn’t asking for lists so we can gossip. He’s asking who benefits from the gap between what’s thinkable and what’s sayable, and how much of our “common sense” is just a script we’ve stopped examining.
