Mandel’s sentence is a warning dressed up as a strategic memo: the working class, left to its own rhythms, will not reliably produce the kind of disciplined politics revolution requires. “Uneven development” does a lot of work here. It concedes a basic Marxist reality - people do not radicalize at the same speed, or in the same way - then treats that unevenness as a liability so grave it becomes “dangerous potential.” The danger isn’t only state repression or capitalist backlash; it’s the internal volatility of a movement where militancy can outpace consciousness (spontaneous explosions, adventurism, factional chaos) or where consciousness can outpace militancy (beautiful analysis, no force to act).

That’s where the “vanguard organization” enters as both a remedy and a power claim. Mandel isn’t romanticizing a party as a mere coordinator; he’s justifying a specialized layer tasked with translating scattered anger into coherent strategy. The subtext is blunt: without an organized leadership that can generalize lessons, set priorities, and impose discipline, mass politics risks either burning out or being steered into safe channels by reformists, bureaucrats, or opportunists.

Context matters. Mandel, a major Trotskyist theorist in postwar Europe, wrote in the shadow of Stalinism’s bureaucratic wreckage and the missed revolutionary openings of 1968 and after. His pitch for the vanguard is also a rebuttal to two temptations of the era: Western Communist Parties drifting into parliamentary management, and New Left currents betting on spontaneity and cultural revolt alone. The line tries to sound technical, but it’s really an argument about authority: who gets to decide what the movement means when the streets are loud and the future is up for grabs.
