In the year 2074, the cybernetics market is dominated by two rival companies: USA's Pinwheel Robotics and Japan's Kobayashi Electronics. Introduction

Meanwhile, Pinwheel is able to find the identity of the mole in their ranks - Mercy, who has protected himself for hundreds of years through plastic surgery. In reality, he is a cyborg who established Kobayashi Electronics Corporation, and his intention for assisting Cash and Colt is to damage the competition and unite the earth's cities under his rule.

In their quest for survival, Cash and Colt meet up with an underground resistance group and learn about the Red Army Hammerheads, a faction of people who are dedicated to destroying all the cyborgs. They join forces with them to fight versus the pursuing opponents and discover their method to the Cyborg Free Zone.

As they travel towards their location, Cash is seriously damaged in a fight with Bench, and her Glass Shadow device is activated. Recognizing the impending danger, Cash and Colt share a psychological farewell, and she pleads him to deactivate her Glass Shadow and let her pass away as a regular human. Colt, unwillingly, complies with her request.
