Plot Summary

The killer, Martin Kagan (played by Michael Shaner), is a psychopathic kid killer serving time on death row. In spite of being founded guilty, Kagan is manipulative and perverse, typically playing mind video games with Janet through letters and audio tapes leaving her mentally disturbed.

When it becomes evident that Kagan's execution would be indefinitely postponed due to legal loopholes, John plunges into action. He finds it inappropriate that Kagan lives, triggering more psychological damage to Janet, and he decides to take the matter into his own hands. As a result, he poses as a prison officer at the correction facility where Kagan is held. With the intention of making sure that the criminal gets the punishment he is worthy of, he plans Kagan's murder within the jail cell.

When he bonds with a fellow guard 'Captain Pike' (played by Jim Varney), who assists him get rid of challenges within the system, John is able to move more detailed to his goal of executing Kagan.
