When the president of Russia suddenly dies, a man whose politics are virtually unknown succeeds him. The change in political leaders sparks paranoia among American CIA officials, so CIA director Bill Cabot recruits a young analyst to supply insight and advice on the situation. Then the unthinkable happens: a nuclear bomb explodes in a U.S. city, and America is quick to blame the Russians.

"The Sum of All Fears" is a 2002 political thriller movie directed by Phil Alden Robinson, based on the novel of the same name by Tom Clancy. The Plot
The motion picture follows Jack Ryan, a young and bright CIA expert locating unlawful arms sales. During the course of his investigation, he finds a forgotten nuclear bomb offered to European Neo-Nazis, who prepare to detonate it at the Super Bowl video game. The terrorists fool U.S. and Russia into approaching the nuclear exchange by setting off the bomb and carping Russia for it.

Occasion Progression
Cabot and Ryan discover a suspicious nuclear test in Russia. Regardless of hesitation from other American authorities, Cabot sends Ryan to Moscow to investigate. Simultaneously, a new Russian president, Nemerov, emerges, about whom the U.S has little intel. During this investigation, Ryan finds a hidden neo-Nazi group led by Dressler aiming for nuclear terrorism, with their technique focusing on inducing a war in between U.S and Russia.

Heading Towards Catastrophe
When the bomb detonates throughout the Super Bowl in Baltimore, the U.S. President is led to think Russia lags this attack. With contempt for the brand-new Russian president and pressured by the Secretary of Defense, the President orders a responsive strike on Russia. Meanwhile, Ryan, with the aid of his coach Cabot, determines Dressler's plot and has a hard time to terminate the U.S. counterstrike, attempting to encourage the President that Russia is not their opponent.

As World War III seems inescapable, Ryan frantically tries to prove Nemerov's innocence, reaching him through back channels. Together they manage to stop the counterattack just in time. The film takes a high-stakes turn when Ryan tracks the source of the plutonium used in the bomb to a neo-Nazi syndicate-- the real offenders. Towards the end, the film sees Ryan and Clark getting rid of Dressler and his partners.
