This quote by Potter Stewart speaks to the idea that personal liberty and personal property are inextricably linked. Stewart is recommending that a person can not exist without the other. The right to individual liberty is the right to be free from disturbance or control by others, while the right to personal property is the right to own and control one's own possessions. Together, these 2 rights form the basis of a complimentary and flourishing society. Without the right to individual liberty, people would be unable to pursue their own interests and objectives. Similarly, without the right to personal effects, individuals would be unable to build up wealth and resources to support themselves and their families. Therefore, the two rights are equally dependent and essential for an operating society.
