This is a criticism of the manner in which some people make use of advanced unsupported claims to preserve the existing power structures. Camus is recommending that true transformation calls for greater than just rhetoric, however instead needs real action and also a readiness to test the existing power structures. He is saying that real change needs greater than simply words, but rather calls for real activity and also a readiness to test the existing class structure.
