The phrase “child safety and Internet safety” fuses two powerful anxieties into a single, near-unarguable mandate. Child safety is political kryptonite: no one wants to be seen as soft, skeptical, or procedural. Internet safety adds the modern frontier, a space people experience as both essential and unknowable. Put together, they justify a wide umbrella of interventions - school programs, policing partnerships, surveillance tools, tougher sentencing - while keeping the language comfortingly non-specific.

Notice who gets centered: “law enforcement and communities.” Not tech companies, not parents, not kids as digital citizens with rights and agency. The subtext is a familiar post-1990s/post-9/11 governance model: public-private life becomes a security problem, and the solution is coordination between police and the public, with “awareness” as the soft entry point.

In context, this is also a defense of incrementalism. When legislative wins are hard, persuading the public and police departments becomes the deliverable. Lampson is selling legitimacy: if the Caucus can define the problem, it can later define the cure.
