This was because of the country's racist administrative policies, which permitted white individuals to get away with things that people of color could not. Williams is saying that he does not believe in these exemptions and that everybody should be held to the same requirements. He is promoting for equality and justice for all, no matter race. His words are a tip that bigotry still exists in our society which we must continue to defend equality and justice.
