He is comparing the sensation of suspense and dread that includes seeing a scary film to the sensation of dread that includes the current state of debt. He is stating that similar to in a horror movie, the audience understands how the story will end, but the characters do not. Likewise, the American individuals know how the story of financial obligation will end, however the government does not seem to be doing anything to prevent it. He is cautioning that if the government doesn't do something about it quickly, the financial obligation will continue to grow and the effects will be alarming. He is advising the federal government to take action now before it is too late.
