Underneath, it is a defense of a particular European settlement Delors spent his career trying to modernize without blowing it up: social peace purchased through strong intermediary institutions.

The line works because it reframes collective bargaining as a form of governance, not a concession. Unions and employer associations are cast as co-legislators, producing rules that are flexible, sector-specific, and politically easier to swallow than one-size-fits-all statutes. That is the subtextual provocation: you can either negotiate complexity or you can have it imposed. It's also a subtle defense of the European Commission's preference for consensus-driven policymaking. If you don't want the state writing the rules, Delors suggests, you have to build a society capable of writing some of them itself.
