This quote by Freda Adler speaks to the duality of humanity. On one hand, human beings need order and structure in order to feel safe and secure and safe. This is why laws are created to offer a structure for how individuals must behave and engage with one another. On the other hand, people likewise yearn for modification and growth. This innovative contradiction is at the heart of the laws that structure our conformity and specify our deviancy. It is this stress in between order and change that allows us to grow and establish as individuals and as a society. We require the structure of laws to supply us with a complacency, however we also need to be able to challenge and press the limits of those laws in order to progress and develop.
