It is a generous compliment that lands like a provocation. Capek takes two abstractions - “personal freedom” and “dignity” - and pins them to a national “cultural inheritance,” as if liberty were not just a political arrangement but an exported style, a recognizable accent in the moral life. The line works because it flatters England while quietly claiming a map of influence: if you see rights-based individualism anywhere, you are also seeing England, whether the locals acknowledge it or not.

Capek, a Czech writer watching Europe tilt toward authoritarianism in the 1930s, isn’t doing armchair Anglophilia. He’s building a rhetorical alliance. Czechoslovakia’s young democracy needed friends; Britain’s parliamentary tradition and common-law mythology offered a usable pedigree for resisting fascist and imperial pressures. The phrasing “wherever on this planet” widens the stage to civilization-sized stakes, turning Englishness into a kind of secular scripture: portable, inheritable, and (crucially) legitimate.

The subtext is thornier. “Apply” hints that these ideals are conditional, unevenly practiced - even by the English. And “inheritance” smuggles in empire’s shadow: cultural transmission can be education or domination, invitation or imposition. Capek’s move is strategic idealization, not naive history. He’s less interested in England as a nation than in England as a symbol of a political temperament: suspicious of tyrants, protective of the individual, confident that dignity can be written into institutions. In 1938, that symbolism was a lifeline - and a wager that Britain would live up to its own legend.
