There’s also a strategic warning embedded in the aphorism. Grand visions can tolerate imperfect execution because their scale forgives. Small projects must be over-supported to reach viability; any missing rung breaks the ladder. It’s a line that reads like personal experience hardened into policy: if you want fragile things to live, you can’t fund them like they’re already inevitable.
