This quote by Ludwig von Mises recommends that in order to attain peace amongst peoples, one must fight versus statism. Statism is a political system in which the state has a good deal of control over the lives of its citizens. It is a system in which the government has a monopoly on using force and the power to make laws and guidelines that limit the flexibility of its citizens. By battling versus statism, one is promoting for a system of government that permits more individual flexibility and autonomy. This type of system is most likely to result in peace amongst peoples, as it enables more open dialogue and cooperation in between different groups. By battling against statism, one is advocating for a system of federal government that is more conducive to peace and consistency amongst peoples.
